how to configure http proxy

I installed kdevelop 3.1.0 on my linux box
and tried to read some documentation.
I connect via a proxy to the WWW.
Unfortunatly I get a message about a wrong proxy
configuration:

Could not connect to host Proxy XXX.XX.X.XX at port 3128.

How/Where can I change the proxy configuration ?
