Kate can't transpose lines?

I don't see an option in the keyboard shortcuts for KDevelop to transpose 
lines.  I do see one for transposing characters.  But I have no use for that.  
I use transpose lines all the time in XEmacs.  I'm surprised to not find that 
functionality in Kate/KDevelop.  Am I overlooking something?
