Problem's Installing KDevelop 3.0.4

I had the same problem with the same file, but I found that one of the
simlink was broken, was pointing to version 2.3.14 instead of 2.3.16,
but you will not be able to fix it without root tigths
/usr/lib/libart_lgpl_2.so.2 => /usr/lib/libart_lgpl_2.so.2.3.16
