Very small fix for doc/kdevelop/index.docbook

Hi.

There is a missing starting "http" in the kdevelop user manual. The fix is 
very very smal :-)

I'm happy to see that the kdevelop documentation is improving. I wish I could 
help a bit in this area, but my english needs to be improved. Thanks again 
for kdevelop.
