kdevelop3.0a3 compile problems

Hi,

I'm trying to compile kdevelop3.0a3 on my rh8.1 (phoebe) machine.  I
have qt-3.1.1 installed (compiled from source), and
kdelibs-3.1-7.i386.rpm installed (I'm having trouble compiling the
kdelibs-3.1 from source, so I'm using the rpm).  Anyways, here is the
problem when trying to ./configure:

checking for Qt... libraries /usr/lib/qt-3.1/lib, headers
/usr/lib/qt-3.1/include using -mt
checking if Qt compiles without flags... no
checking for moc... /usr/lib/qt-3.1/bin/moc
checking for uic... /usr/lib/qt-3.1/bin/uic
checking whether uic supports -L ... yes
checking whether uic supports -nounload ... yes
checking if Qt needs -ljpeg... no
checking for rpath... yes
checking for KDE... libraries /usr/lib, headers /usr/include/kde
checking if UIC has KDE plugins available... configure: error: not found
- you need to install kdelibs first.

These plugins are in /usr/lib/kde3/plugins, but I can't seem to get the
configure script to see them.  Here are the appropriate lines in
config.log:

configure:23040: checking for KDE
configure: 23090: /usr/include/kde/ksharedptr.h
taking that
configure: 23120: /usr/lib/libkio.la

configure: 23138: /usr/lib/kde3/plugins/designer/kdewidgets.la
taking that

configure:23291: error: not found - you need to install kdelibs first.
