I replied to this list, but I'll summarize it again:

If mandrake provides some sort of kdelibs-docs package, then you'll just need 
to install that.

Otherwise, you'll need to install the kdelibs source.  It may come in a 
package from mandrake, or you may have to download it from the kde website.

You'll just need to run Doxygen on the source code:

cd kdelibs-source
make apidox
make install

and that will generate the source.

You can also find the documented source code on http://developer.kde.org if 
you'd rather not keep a local copy.
