In KDevelop 3.0:

If you're using the default(Kate) editor, it's done with Ctrl-I and 
Ctrl-Shift-I, or via the Tools menu.  Can be by line or if you have a block 
selected, the whole block.

You can also specify via the Editor Settings, if your indentations are tabs 
(and how many spaces a tab is) or to use spaces.
