Guess you are using SuSE 7.3. It has a autoconf version which is not
compatible with kdevelop versions <= 2.0.1. Update to kdevelop 2.0.2 or
downgrade to autoconf 2.13. If you want to downgrade autoconf, see
http://sdb.suse.de/de/sdb/html/kdevelop_autoconf_73.html
for a link to the working autoconf rpm.
