KDEVELOP_2_BRANCH and KDE HEAD problems

It's not necessary in these directories because there's nothing to 
compile, only includes. Only widgets/qextmdi and /widgets/qextmdi/src 
contain a Makefile.

You should try make -f Makefile.cvs and ./configure again.
Try make -f admin/Makefile.common cvs-clean in case of emergency.
