C & CPP Reference install problem

Hi
I have Kdevelop 2.1.3 installed on my Suse 8.1 machine.
I downloaded the C CPP Reference from Kdevelop site as it seems to be missing 
on the Suse distribution.
When I try to install this packet the configure exits with following msg:

checking for KDE... configure: error:
in the prefix, you've chosen, are no KDE headers installed. This will fail.
So, check this please and use another prefix!

What does this msg mean? And what will I need to do?
