This was a problem I mentioned a short while ago. Edit the file

~/.kde/share/config/gideonrc

And change MenuBar=Disabled to MenuBar=Enabled and save.

It appears the keyboard shortcut conflicts with some other shortcut, and 
there's no other menu option to help restore it.
