Manking translations

I'm trying to generate a project and add a translation just to test the 
feature, and then I can use it in some other projects.
First, when creating a project, I used to have this problem, the wizzard said:
kdoc: Can't read library 
/usr/share/doc/kde-2.2/kdoc-reference/libkmid.kdoc.gz/libkmid.kdoc
So, I went to that directory and I found that libkmid.kdoc.gz wasn't a 
directory, but a file (as the name says), so, I uncompresed the file to 
libkmid.kdoc, I create a directory with that name and I store the file there 
and I haven't seen the error since then.
But, it doesn't solve my problem, when I make messages and merge from the 
projecto menu, I get this errors:

I notice that in admin/Makefile.common, there is this line (this is about the 
first error): 	   -x $${includedir:-$$KDEDIR/include}/kde.pot" \
and I think that at that point KDEDIR is not declared.
I replaced that KDEDIR with the real KDEDIR (/usr in my case) geting this 
errors:
gmake -f admin/Makefile.common package-messages
gmake[1]: Entering directory `/home/pupeno/prog/preba1'
./preba1
gmake[2]: Entering directory `/home/pupeno/prog/preba1/preba1'
/usr/include/kde.pot: warning: Charset "CHARSET" is not a portable encoding 
name.

will add preba1.pot
gmake[1]: *** No rule to make target `merge'.  Stop.

I don't know what esle to do, what can I do ?
