You need a htdig.conf file. The KDevelop sourcepackage has a
README.htdig file that contains the basic file that you need to copy &
paste and edit the pathes according to your system. Then place it under
$KDEDIR/share/apps/kdevelop/tools/htdig.conf. SuSE has a good version
pre-made so on SuSE 7.1 this works out of the box with 1.3, one can copy
over the directory files into /opt/kde2 and edit htdig.conf to
/opt/kde2/ pathes instead of /opt/kde/ pathes.
