vim 6 can do that (folding) and is really good at it...

there is also a project with porting it to kde, so there may be a fair
chance that one day you could embed it to kdevelop.

I think it should not be the goal of kdevelop to create a really good and
powerful editor. Better find good editors and embed them into kdevelop
(maybe after some patches)...
