cannot find qt libraries

After installing KDE 2.1 and qt 2.2.4 and kdevelop 1.4 (etc, etc) I get this
error when trying to generate a kde or a qt program with kdevelop.
configure: error: Qt (>= Qt 2.2.2) (libraries) not found. Please check your
installation!
For more details about this problem, look at the end of config.log.
load_char_maps: no entity maps found
But I have qt 2.2.4 installed:
rpm -qa | gre qt
qt-1.44-28mdk
qtcups-1.0-14mdk
qt-qgl-1.44-28mdk
qt-qimgio-1.44-28mdk
qt2-static-libraries-2.2.4-3mdk
libqt2-2.2.4-3mdk
qt2-designer-2.2.4-3mdk
qt2-Xt-2.2.4-3mdk
libqt2-devel-2.2.4-3mdk
I tryed seting up the qt library dir to /usr/lib and to /usr/lib/qt2, I'm
working with Mandrake 7.2
What's missing ?
