You are using the wrong snapshot. There is a snapshot for version 1.4
that runs under KDE 2.1 and comes with KDE 2.1beta and will be shipped
with KDE 2.1. The snapshots are located on:

ftp://129.187.206.68/pub/unix/ide/KDevelop/snapshots/EXTRA-1.4-BRANCH

these are the ones that work.
