User_include bug

Hi,

Kdevelop 1_4
Qt2sdi

1) make source distribution (xx.tgz)
2) install from source distribution
3) ./configure --with-extra-includes=/usr/local/include/qwt

/usr/local/include/qwt goes into USER_INCLUDES.
this option is not used in the Makefile
