Plugin Arch. for KDevelope 2.0

Thanks Ralf,  I've already started looking at it now.  I will probably be 
using the GPL for this.  There's no hurry for CVS access yet, I tend to do a 
lot of planning and research before I start coding, so it may be a couple of 
weeks or so before i want to commit anything.
