possible bug?

I installed kdevelop rpm that came with redhat 7.0, and it would core
dump when not run as root.  I was able to fix it when doing "mkdir
$home/.kde/share/config" and all was well.  This seems like installation
program is assuming directory exists, but is not always the case when
not using kde.
