Yep there is a CVS Server.

CVSROOT=:pserver:anonymous at anoncvs.kde.org:/home/kde
Checked it out with:
cvs login
cvs co -rKDEVELOP_1_0 kdevelop

It is version 1.3.
Please read the changes file.

This one is - I mean - a pre alpha of Kdevelop 2.0
