announce: Translation of the Program Library HOWTO available

I'd like to announce that there is a german translation of 
the Program Library HOWTO available now. This document, originally
published under GNU GPL by David A. Wheeler deals with all
types of libraries used in Linux (static, shared and dynamic libs).
