Check if there's /usr/lib/qt-1.44
and a link /usr/lib/qt --> /usr/lib/qt-1.44
and a link /usr/local/qt --> /usr/lib/qt
and a link /usr/lib/libqt.so.1.44 --> qt-1.44/lib/libqt.so.1.44

Furthermore /usr/lib/qt-1.44/lib has to be added to /etc/ld.so.conf

If one of them was missed, login as root and call:
  ldconfig -v
what updates your library cache.

Then call the Setup of KDevelop again.
KMenu->Development->KDevelop-Setup
