Problems with libs

I started a normal project with the project wizard. Then I selected
"Autoconf and Automake" on the "Build" menu. Until here every thing goes

rigth.
But when I tried "Configure" on the "Build" menu, I got the following
message:

checking for Qt... configure: error: Qt (>= 1.42 and < 2.0) (headers and

libraries) not found. Please check your installation!
*** failed ***

Yes, I checked my installation and I have Qt 1.45 !!!

If I try to Compile, I get this message:

g++  -O0 -g3 -Wall      -c -o main.o main.cpp
In file included from main.cpp:18:
teste2.h:28:18: kapp.h: No such file or directory
teste2.h:29:26: ktmainwindow.h: No such file or directory
teste2.h:30:20: kaccel.h: No such file or directory
make: *** [main.o] Error 1
*** failed ***

And if I try to run, I get:

make: *** No targets specified and no makefile found. Stop.
*** failed ***

I have both libs the Qt 1.45 and Qt 2.
The kde headers the g++ didn`t find are in /usr/include/kde
The /opt/kde dir does not exists...
I use redhat 7.

Does anybody have an ideia about what is happening?
Thanks.
