sgml2html is for creating the user documentation of your project

htdig, htsearch is for creating a searchindex over the
online-documentation for
proper usage of "Search for Help on..."
(an old alternative to this is "glimpse", KDevelop can work with this
package, too)

Normally these packages can be found in your distribution.
