Application Wizard fixes

Hi,

Attached are some patches (in both unified and context formats) that fix
some Application Wizard bugs on my system (NetBSD 1.4.1 i386)

./acinclude.m4
    Use $LIBTOOL instead of libtool.

./kdevelop/ckappwizard.cpp
    - The DIRECTORY entry points to the directory where the application
      should be. Make sure it exists before starting perl.
    - Fix help message
    - New generateEntries function that ensures file is closed before
starting
      perl.
    - Ensure directories don't end in '/'. (They cause problems on
NetBSD)
    - General tidy up

./kdevelop/ckappwizard.h
    - Add generateEntries.

./kdevelop/tools/processes.pl.in
    - Adapt to directory changes in DIRECTORY entry.
    - Correct messages.
    - Use copy instead of system ("cp ...") consistently.

./kdevelop/tools/processesend.pl
    - Adapt to directory changes in DIRECTORY entry.
    - Fix typo in "/.configure"

./kdevelop/po/*.po
    - Adapt to message change.
