(again) XEmacs in Kdevelop - a theorethical statment

I remember reading an email stating something like
<fuzzy qoute>
we cannot link emacs/xemacs against the Qt and KDE widgets since it would be
against the GPL
</fuzzy qoute>
...
So if that is so, why is there an XEmacs linked to Motif ? And you can even
download semi-static and full-static linked Motif-XEmacs'en.
I do not see the point. (X)Emacs is free, nobody charges money for it. For *nix
Qt is free as long as you do not want to sell your product for money. (X)Emacs
is already "multi-widget" aware, meaning, it can be linked against Athena with
or without additional widgets and it can use Motif as an alternative.
So why can't we "port" a part of (X)Emacs to Qt/KDE and the integrate it into
Kdevelop ? I think Kdevelop and KDE both would get a publicity boost when that
happens.
