Feature request: Changelog helper

What would be really nice to have in KDevelop, is some form of helper
functions/tool to automate the maintence of a Changelog file. Like having a
menu command to add an item to the Changelog which pops up a dialog where
you can enter multiple items (the changes) and it adds them to the top of
the Changelog file with the current date/time and nicely formatted ala Emacs
;)
