Yes, you should install qt-devel. What you have installed right now is just
a shared library to link with precompiled executables that need Qt. To compile
any program that uses Qt you need also the header files, amd those are
installed with qt-devel package. You need also KDE package(s) in develop form
for the same reason (probably kdelibs-devel or something alike).
