trouble setting up

1) kdoc installed in /usr/local/bin, but kdevelop setup says that it is
missing.  Where is he looking?

2) Attempt to make sgml-tools-1.0.9 gives error: CmdLineApp::init(int,
char**) undefined reference to 'set_new_handler'.  These people don't
seem to be in business anymore.  Is there a binary rpm out there?

3) Glimpse-4.1-bin-Linux-2.0.30-i486.tar.gz untarred to
tmp,configure,make,make install leaves a /bin, /doc, /man dir in tmp. I
suppose these need to manually moved someplace but I don't know where. 
(Attempt to compile Glimpse src went into some kind of endless loop.)
