My opinion !
I think some people would like to start programm for KDE, but missing 
a good IDE (not everybody likes EMACS ;-) )
I friend of mine said when I told him of KDE about a half year ago:
"And is there an IDE for KDE ? That should be the first
thing, to make people programm for KDE."
