KDevelop installation system error

There is sadly not enough man power to maintain KDevelop on Windows, so the
support is unfortunately withering. None of the recent active devs
(including me) are daily driving KDevelop on windows, so problems like this
go mostly unfixed. I'm not even sure how the Windows version is built and
distributed at the moment, so I can't help you here. :-(

Kate can support building a project using e.g. CMake, if this is set up in
Kate. If you otherhand meant to open a KDevelop session in Kate, no. The
".kdev4" project file and the persistent session holds settings and data
that only KDevelop understands, and these don't contain the info how a
particular project would be built.
