What's the state of Kdevelop for Windows?

I think it's missing a maintainer indeed. We can see that it builds on CI,
but there's no testing/making sure that it works on Windows.

Given that on the KDevelop website we only offer the 5.5 installer for 
Windows, I think it's not stable enough for the Microsoft store.
