D4020: Latest work on KDev-Clang-Tidy before community polishments

  Given this review request has sadly stalled, discarding it now.
  
  The main intent of this patch has also been added to kdev-clang-tidy now, i.e. porting to kconfigxt. Other elements part of this patch have been considered and picked up where matching the current direction of the development of the plugin (as in, where I am pushing this plugin currently).
