Yes. Though I don't think the 'X-KDE-ServiceTypes' entry is needed.

The Kate Snippets plugin is one example (kate.git):
  addons/snippets/katesnippetsplugin.desktop
  3:ServiceTypes=KTextEditor/Plugin,KDevelop/Plugin
