Moving kdev-* repos without any frameworks port to unmaintained

Hi,

while preparing what gets to be build on the upcoming new CI setup, quite some 
repos could be found in the playground/ area which had not seen any real work 
since years incl. not even an initial port to Qt5/KF5:

playground/devtools/kdev-xdebug
playground/devtools/plugins/kdev-xml
playground/devtools/plugins/kdev-crossfire
playground/devtools/plugins/kdev-php-formatter
playground/devtools/plugins/kdev-sql
playground/devtools/plugins/kdev-xtest
playground/devtools/plugins/kdev-java

I propose to move the repos finally into the unmaintained/ area, matching the 
state.

Will do so around WE May 27th/28th, unless someone objects.
