D4095: Refactor to embrace a cmake server import backend

  I have problems with the path (pushed to master):

    kdevelop.projectmanagers.cmake: couldn't load json successfully "kdev-valgrind"
    kdevelop.projectmanagers.cmake: couldn't load json successfully "kdev-valgrind"
  
  Background parser now does nothing :( Also try to upgrade cmake to 3.7.2 but without any positive results.
