AW: Kate Chocolately (and maybe KDevelop for Windows?)

The problem was that the uninstaller was opening a dialog even if the parameter /S was passed.This issue prevented an automated update script for which the installer must run without userinteraction.
Regarding the new Kate installers:Replacing existing download files isn't a good idea, imho, as someone might already use the url.This is a patch release of the installers so I'm for adding a patch level to the files.
