Release KDevelop 4.7.4

Heya,

I'd like to release another KDevelop 4, including just stability fixes.

We've had severe issues with our code base when GCC6 showed up, but as far as 
I'm aware, all GCC6-related issues are fixed now. I've just tested the current 
KDevelop 4.x series built using GCC6 on C++/Python/PHP code bases. 

In particular, this issue was problematic:
    Bug ID: 360707
    Summary: KDevelop crashes during parsing a project when it is
             compiled with GCC 6.0
    https://bugs.kde.org/show_bug.cgi?id=360707

Not having the patch to fix this bug basically makes KDevelop 4.x crash 
instantly when compiled using GCC6.

Let's release KDevelop 4.7.4, including a kdevplatform/kdev-python/kdev-php 
1.7.4 as soon as possible?

@Sven: Would you mind doing the tagging+packaging? I can do the rest.
