pesky annoying document toolview (and debugger toolbar)

Is there a way to disable the Documentation toolview for good, possibly by not building/installing it, but still keep the integrated "Intellisense"-style documentation interface? 

Alternatively, is there a place in the code where one could call Sublime::MainWindow::loadSettings() a 2nd time AFTER all plugins have been loaded, so that the stored session and global settings override those individual plugins may have stored at some unknown moment in time?
