They are. What I missed (and had me pulling my hair for a while for other reasons) is that the file is used in 2 targets, the second of which doesn't set the tokens. Not sure how I'd expect the parser to hande that :)
IOW, this is a bit of a garbage in, garbage out case. Sorry for the noise.
