In kdevelop.git:

app/main.cpp
33:#include <Kdelibs4ConfigMigrator>
363:    Kdelibs4ConfigMigrator migrator(QStringLiteral("kdevelop"));

This is the one-time migration feature that basically copies over KDE4-style 
config files/dirs to Qt5/XDG-style files/dirs.

Added that a while ago.
