    a) multi-threading: This class is not thread safe, and thus must not be used concurrently. So why did you bring up multi-threading? It is irrelevant here, no?
    
    b) OK, StringRef really dictates something like what you did - a pity. Keep it as-is then. Do other libtooling based codes also do it like this?

    This is a legacy, KDE and Qt are both so old that they used to work on platforms where exceptions were not supported. Nowadays, we simply don't use it because we never used it. Using it in one place will make it harder for people to contribute to the code, also the surrounding code might not be exception safe.
    
    So, just remove the comments and be done with it.
