Cleaned up CI builds

Heya,

with the great help of Ben Cooksley I've streamlined our CI setup a bit:

We're now building only 1.7 (-> stable-qt4) and master (-> kf5-qt5) across our 
projects.

Things to do:
- kdev-python needs to merge frameworks branch into master

Issues:
There's still a kdevplatform_master build, which is needed by plasmate for CI-
related reasons. It cannot go (yet).
