Releasing KDevelop 4.5

Please do not merge master into 4.5. Olivier and me worked on some 
experimental things and I do not consider it ready yet.

Please let us just release 4.5 as we have it now (i.e. jump directly to RC 
like Andreas suggested). 4.6 could/should then be released soonishly after if 
(your) time permits.
