Debian, ubuntu, fedora, redhat, mandriva has the devel package next to
it (I can give the link, if you, for some reason, do not find it).
Gentoo, Arch and others do not have separate packages for headers, but
just a monolithic containing the headers, too.

My gut feeling is that when you checked last time, it was not
available and you have not checked again, because as far as I see:
these packages are recently already available in every major
distribution. It is not a problem per se.
