general plugins and libraries that should be shared amongs IDE-kind of apps
(quanta, kdev, ...) are in kdevelop. C/C++ specific stuff, or well "compiled-
language" stuff is in KDevelop. Unmaintained/unstable apps are in their own
repos.

Definitely locally and make sure to wipe your system-wide installation, as
otherwise you can get crashes due to binary incompatibility.
