Providing some KDevelop documentation

OK, I've now collected two pages here where I'm pretty much beyond my
KDevelop-fu:

Someone with knowledge on how to set up projects from scratch would really be
of help here. There is a stub on starting a CMake project linked from the
front page, but I found it a bit brief. 

2/ http://userbase.kde.org/KDevelop4/Manual/Tool_list
I counted that there are 28 tools but I don't know very much about almost
all of them. There are certainly a good number of obscure ones where
we'd next experts to help out writing the documentation.

As before, I'm happy to help out: if you point me at anything useful
or give me list of bullet points, then I can fill in the blanks and
make documentation out of this.
