CppIntegralType - ConstantIntegralType

Hey all,

I want to introduce CppIntegralType for the purpose of proper toString 
printing of the new char16_t, char32_t. Looking at it, I'll then also have to 
subclass ConstantIntegralType for the same reasons... Looks like lots of work 
for so little gain, yet there is nothing else I could do, is there?

PS: I'll also move the datatype wchar_t to CppIntegralType then.
