Plugin Version bumped in master branch

Hello everyone!

If you are using KDevelop master, make sure to run kbuildsycoca4 after the 
next update. I've just increased the plugin version there (which I should have 
done earlier but forgot).

If you are developing/maintaining a plugin that works with master: Make sure 
to set it's version to 12. 

For users of experimental plugins (qmake, css, ...) this means you will have 
to edit the desktop files by hand and set the version to 12:

-X-KDevelop-Version=11
+X-KDevelop-Version=12
