Tools -> Scripts missing in KDevelop

Hi,

I wanted to add a scripted editor action to kdevelop
(http://kate-editor.org/2010/07/09/kate-scripted-actions/)
but the Scripts menu item isn't shown at all in KDevelop.

how can this be fixed?
